Issues and recommendations of emission source statistics under the"14th Five-Year Plan"
Emission source statistics,as an extension of traditional ecological environment statistics,play a crucial role in providing data support for assessing the effectiveness of ecological environment work.This analysis identifies issues in emission source statistics during the"14th Five-Year Plan"period and proposes improvements to meet the new demands of precise,scientific,and law-based pollution control.Through field research and analysis of the current"Emission Source Statistical Survey System,"the study pinpoints problems at the organizational,technical,and managerial levels and suggests measures such as reinforcing responsibilities,refining survey systems,establishing communication platforms,enhancing third-party oversight,and strengthening supervision by local ecological environment departments.The results indicate that emission source statistics should be closely integrated with new directions like the"third pollution census,""pollution discharge permit system,"and"dual carbon"goals,deepen statistical reforms,and better serve the continuous improvement of ecological environment quality.
