摘要
在我国应急广播的建设实践中,在高质量信息内容供给、维护、分发和触达等方面还存在诸多障碍.应急情报理论与实践可为应急广播建设提质增效提供理论视角与实践路径.文章分析了应急广播与应急情报之间共享的信息要素;论证了应急情报嵌入应急广播体系的必要性与可行性;分析了国内外应急广播典型案例中应急情报的体现与应用.应急广播承担了应急情报向公共领域传递的功能,促成应急管理中决策情报向大众情报的转化.实现应急情报与应急广播体系的相互融合,有助于提升广播内容质量和传播效能,有助于创新应急广播运行模式和应用场景,共同实现应急广播与应急情报的公共服务价值.
Abstract
In the practice of emergency broadcasting in China,there are obstacles in the supply,maintenance,dis-tribution and access of high-quality information content.The theory and practice of emergency intelligence can provide a theoretical perspective and practical path for improving the quality and efficiency of emergency broadcast-ing.The study analyzes the information elements shared between emergency broadcasting and emergency intelli-gence,and demonstrates the necessity and feasibility of embedding emergency intelligence into emergency broad-casting system;and analyzes the embodiment and application of emergency intelligence in emergency broadcasting in typical cases.Emergency broadcasting undertakes the function of transmitting emergency intelligence to the pub-lic domain,and promotes the transformation of decision-making intelligence into public intelligence in emergency management.Realizing the mutual integration of emergency intelligence and emergency broadcasting system will help to improve the quality of broadcasting content and communication efficiency,innovate the operation mode and application scenario of emergency broadcasting,and realize the public service value of emergency broadcasting and emergency intelligence.
