摘要
文章旨在实践解析"多方协同应急"的国家突发事件应急体系战略原则,构建一种联合多个智库,共同应对突发事件的协同应急模式.文章从技术角度剖析"互联网+"跨界融合理念的实现方法,依此创建了"互联网+智库"的智库协同应急模式,从智库连接、信息协同和智库协同应急决策三个机制设计了该模式的运作方式,并给出了该模式的应用建议.应用该模式,理论上可以联合多个相关智库共同应对突发事件,从而为政府部门的应急工作提供科学有力的支持.
Abstract
The paper aims to practically analyze the strategic principles of the national emergency response system under the concept of"multi-party collaborative emergency",construct a collaborative emergency model that in-volves multiple Think Tanks to jointly respond to the emergency events.It analyzes the implementation methods of the"Internet+"cross-disciplinary integration concept from a technical perspective.On this basis,it establishes an"Internet+Think Tank"collaborative emergency model.The operational aspects of this model are designed around three mechanisms:think tank connection,information collaboration,and Think Tank collaborative emergency decision-making.Furthermore,it provides application recommendations for this model.Theoretically,applying this model allows collaboration of multiple relevant Think Tanks to jointly respond to emergencies,thereby providing scientific and robust support for government emergency efforts.
