Regional Industrial Policy and Urban Green Innovation:Evidence from Resource-Based and Old Industrial Cities in China
Green innovation is the key to promot the transformation of old and new driving forces,and an effective means to achieve coordinated development of economy,society,and ecological civilization under the new development concept.This article is based on panel data of resource-based and old industrial cities in China from 2009 to 2019,and uses the difference-in-differences method to examine the impact of industrial transformation and upgrading demonstration zone policy on urban green innovation capabilities.The study finds that the policy of industrial transformation and upgrading demonstration zones can effectively enhance urban green innovation capabilities.Mechanism analysis shows that the policy of industrial transformation and upgra-ding demonstration zones can enhance urban green innovation capabilities through the effects of industrial structure adjustment and innovation investment.Heterogeneity analysis shows that the policy of industrial trans-formation and upgrading demonstration zones has a more significant effect on enhancing the green innovation capabilities of resource-based cities and composite cities.Moreover,this policy has varying impacts on differ-ent urban characteristics and types of green innovation.Specifically,the policy of the industrial transformation and upgrading demonstration zone has significantly promoted the green innovation capacity of cities with higher levels of economic development and industrialization.In terms of different types of green innovation,the policy of the industrial transformation and upgrading demonstration zone has a greater promoting effect on green prac-tical innovation.
