Has the Construction of Digital Government Promoted the Upgrading of Industrial Structure?——A"Quasi-Natural Experiment"Based on the Construction of Integrated Online Government Service Platform
The construction of a digital government,with the construction of an integrated online govern-ment service platform as the main focus,will become an important engine driving high-quality economic devel-opment and industrial structure upgrading.Taking the construction of the provincial integrated online govern-ment service platform as a quasi-natural experiment,this paper uses the multi-period double-difference model to study the impact of the construction of digital government on the upgrading of regional industrial structure and its mechanism.It is found that the digital government has significantly promoted regional industrial upgra-ding(including the upgrading and rationalization of industrial structure);The effect of digital government on industrial upgrading has a time-dynamic effect and regional heterogeneity;The digital government can promote regional industrial upgrading by enhancing innovation input intensity,optimizing business environment and op-timizing factor input structure optimization.Therefore,we should make full use of the long-term driving mecha-nism of the construction of the digital government,which focuses on the construction of the integrated online government service platform to empower government services,provide a favorable business environment for en-terprise innovation and industrial development,stimulate regional innovation vitality,optimize factor structure,and reduce institutional transaction costs,so as to better play a long-term driving mechanism for the upgrading of regional industrial structure.
