Research on Land Utilization Methods in Low- Income Areas:Experience of Land Utilization in Rebuilding Shanty Towns in Liaoning Province
Problems such as land exploitation, property rights and distribution of value - added income are key issues for the perplexing global problem of managing low - income residential areas. After a review of the literature, this article first constructs a theoretical framework for land utilization in low - income residential areas. Then it reviews the difficulties in the global governance of low - income residential areas, and identifies differences between Chinese and foreign land systems. Based on the experience of successful land utilization in the Liaoning rebuilding project, this article states that for solving the problems of low - income residential areas, the prerequisite distributing land revenue in a way that brings benefits to the people, the key issue is a flexible land utilization method that relies on market participation and is led by the government, the foundation for successful land utilization is overall planning of land resources, and the core value of governance of low - income residential areas is protection of civil rights. Finally, it reflects on the exit mechanism of housing allocation, and other important issues.
