公共场所室内禁烟法规的颁布对烟草销量影响研究

卫生部印发的新版《公共场所卫生管理条例实施细则》已于2011年5月1日起实施,这是我国第一次明确将“室内公共场所禁烟”列入公共场所卫生管理条例。本文从“固定烟民月消费额的减少量”、“香烟零售价的变化额”、“投入在禁烟广告中的成本”三方面分别分析香烟销售量在禁烟条例颁布后的具体变化情况。我们发现香烟零售价基本无变化,禁烟广告确实能对减少香烟消费起到一定的作用。本文进一步给出深化禁烟法令实施效果的建议,为强化禁烟效果减少香烟销量提供了理论依据。
Whether Anti-smoking Laws Affect Cigarette Sales
Ministry of Health's newly published policy titled〈Public health management regulation rules〉has already been carried out since May 1st,2011. This is the first time our country include "Indoor smoking ban in public places"in the"Public health management regulation rules ". Our team research topic is the impact of anti-smoking laws’promulgation on cigarette sales as well as whether there are other factors can significantly influence the sales of cigarettes. We have found that Cigarette retail price have no change and Anti-smoking advertising does play a role in reducing cigarette consumption. This paper gives further advices on deepening the effect of anti-smoking laws,and provides a theoretic basis for Reducing cigarette sales.
