Research on the Influence of National Information Consumption Pilot on Urban Innovation Level
Using panel data from 276 prefecture-level cities from 2001 to 2021,a multi-time difference-in-differences model is constructed to examine the impact of national information consumption pilot policies on urban innovation levels.The study finds that information consumption policies significantly increases urban innovation levels.Heterogeneity analysis finds that the promotion effect of information consumption policy on urban innovation is stronger in the eastern and central regions,as well as in medium-sized and small-sized cities.Further research indicates that,on the supply side of the information industry,policy pilots promote urban innovation through three channels:the effect of production factor allocation,industrial agglomeration effect,and industrial optimization effect.On the demand side of the information industry,policy pilots promote urban innovation by enhancing emerging information consumption and eliminating outdated information consumption,thus optimizing the structure of information consumption.Therefore,localities should be based on the dual perspectives of the supply side and the demand side,expand the scope of information consumption pilots in an orderly manner and implement the pilot policies by local conditions to promote the transformation and upgrading of information consumption,and establish a multidimensional mechanism to enhance the level of urban innovation.
