The Effect of Industrial Structure Upgrading of the Double Pilot of"Broadband China"Cities and Smart Cities
Based on the panel data of 279 prefecture-level cities and above in China from 2011 to 2019,this paper takes the double pilot construction of'Broadband China'cities and smart cities as a quasi-natural experiment,and uses the multi-period difference-in-difference estimation method to investigate the industrial structure upgrading effect of the double pilot cities.The results indicate that the dual pilot cities can significantly promote the upgrading of industrial structure,and this promotion effect varies due to the heterogeneity of regional distribution,resource endowment,and city size;the mechanism analysis finds that the dual pilot cities promote industrial structure upgrading by promoting technological innovation,resident consumption,and internet development;the policy synergy test results show that compared to single pilot projects,the industrial structure upgrading effect of dual pilot projects is stronger and shows a significant synergistic effect.Therefore,we should expand the scale of pilot cities in an orderly and reasonable manner,strengthen the synergy and linkage between policies,promote policy implementation according to local conditions,and promote the upgrading of industrial structure in pilot cities.
