"三权分置"背景下农户宅基地利用效率综合评价及其影响作用

基于农户视角,分析宅基地利用效率及其影响作用.研究发现:居住型和经营型宅基地利用效率有明显差异,经营型宅基地利用效率显著高于居住型.宅基地利用效率主要受禀赋条件、政策感知、行为态度、政策响应与宅基地要素承载能力变量影响,存在两种影响路径.禀赋条件能够正向影响政策感知与政策响应,行为态度正向影响要素承载.经营型农户"政策感知→行为态度→政策响应→要素承载"决策逻辑更为清晰.不同类型农户相关路径和逻辑作用差异大.因此,应重视宅基地利用效率影响因素之间相互关系,充分尊重农户个体差异,提高农户"三权分置"改革获得感与响应度,保障农民在改革中实现其权益.
Comprehensive Evaluation of the Efficiency of Rural Households'Homesteads and Its Impact in the Context of the"Separation of Three Rights"
Based on the perspective of farmers,this paper analyzes the efficiency of homestead utilization and its influential role.It finds that there is a significant difference between residential and business-type homestead utilization efficiency,and business-type homestead utilization efficiency is significantly higher than residential-type.The efficiency of home base utilization is mainly influenced by endowment conditions,policy perceptions,behavioral attitudes,policy responses and home base factor carrying capacity variables,and there are two influence paths.The endowment conditions can positively influence policy perception and policy response,and behavioral attitudes positively influence factor carrying capacity.The decision logic of"policy perception→behavior attitude→policy response→factor carrying capacity"is clearer for business-type farmers.The relevant paths and logical effects vary greatly among different types of farmers.Therefore,it is important to pay attention to the interrelationship between the factors influencing the efficiency of residential land use,fully respect the individual differences of farmers,improve the sense of access and responsiveness of farmers to the reform of"three rights of ownership",and protect the real rights of farmers in the reform.
