Analysis of the Structural Reform Path of China's Pension System——Practical Experience and Inspiration Based on Canada
In recent years,China has continuously deepened the reform of the pension system and established a basic framework of a three-pillar pension system.However,due to the uneven development of the three-pillar pension system and the impact of aging population,the current pension system in China still faces a series of challenges in terms of fairness,sustainability,and adequate treatment.As a model of a relatively balanced structure and sufficient protection level in the multi-pillar pension system,the Canadian pension system has accumulated a lot of experience in structural reform,especially in the design of participation mechanisms such as tax incentives,flexible institutional arrangements,and diversified investment mechanisms,greatly improving the participation and protection level of the second and third pillar private pension.At the same time,the parameter reform of the first pillar of public pension payment and treatment has also made important contributions to the sustainable development of the system.The future reform of China's pension system should promote the balanced development of the three-pillar pension system through incentive mechanism design,flexible arrangement,and investment efficiency improvement,while clarifying the positioning of different pillar pension systems in the entire pension system
