数字基础设施建设与城市绿色技术创新——来自"宽带中国"城市试点的证据

从"宽带中国"试点这一项准自然实验入手,利用多期DID模型以及2008~2020年的城市面板数据进行分析,研究结果表明:数字基础设施建设促进了城市绿色技术创新,且相较于绿色策略创新,数字基础设施建设对绿色实质创新的促进作用更加明显.经过PSM-DID、排除其他政策干扰、反事实分析以及工具变量检验后,核心结论依然成立;考察城市的差异化特征,发现这种提升效应在不同等级城市遵循边际递减规律,环境规制、人才集聚、财政支出和对外开放水平较高的城市可以显著提升数字基础设施建设的绿色技术创新效应.进一步机制检验表明,数字基础设施建设通过金融发展水平和科技研发投入两种渠道对城市绿色技术创新产生影响.因此,应打造良好数字产业生态,为城市绿色创新提供底层支撑;立足城市的比较优势,因势利导进行数字基础设施建设;重视金融和科技发展,打通绿色创新中的"堵点".
Digital Infrastructure Construction and Urban Green Technology Innovation——Evidence from the"Broadband China"Urban Pilot
Starting from the quasi-natural experiment of the"Broadband China"pilot project,using a multi-phase DID model and urban panel data from 2008 to 2020,the empirical results show that digital infrastructure construction promotes urban green technology innovation,and compared to green strategy innovation,the promotion effect of digital infrastructure construction on green substantive innovation is more obvious.After PSM-DID,excluding other policy interference,counterfactual analysis,and instrumental variable testing,the core conclusion still holds.When examining the differentiated characteristics of cities,it finds that this enhancement effect follows the law of marginal decline in different levels of cities.Cities with higher levels of environmental regulation,talent aggregation,fiscal expenditure,and openness can significantly enhance the green technology innovation effect of digital infrastructure construction.Further mechanism testing indicates that digital infrastructure construction has an impact on urban green technology innovation through two channels,that is financial development level,and technological research and development investment.Therefore,we should create a good digital industry ecosystem and provide underlying support for urban green innovation,carry out digital infrastructure construction according to the situation based on the comparative advantage,pay attention to the development of finance and technology,and break through the"bottleneck"of green innovation path.
