"竞合"背景下川渝地区降低能源强度的路径研究

基于2005~2019年重庆市和四川省各地级市的平衡面板数据,实证分析川渝地区在"竞争+合作"背景下降低能源强度的路径。结果显示:川渝地区政府间的竞争有助于降低能源强度。这一结果在更换政府竞争变量、排除政策影响和反向因果关系后仍然显著。影响机制表明:川渝地区加强彼此间的技术合作、提高自身技术研发水平和促进产业结构升级是政府竞争降低能源强度的主要路径。进一步分析表明,企业产权结构的变动会显著影响川渝地区政府竞争降低能源强度的作用效果。未来,在共同推进成渝地区双城经济圈建设的背景下,川渝地区除了在传统领域开展竞争外,更应加强双方在技术创新领域的合作,推动技术共享,激活民营企业活力,促进节能效应的形成。
Pathway to Decrease the Energy Intensity Under the Background of"Competition and Cooperation"in Sichuan-Chongqing Area
This paper uses balanced panel data from 2005 to 2019 to examine energy intensity reduction in the Sichuan-Chongqing area under"competition+cooperation",and finds that government rivalry aids in reducing energy intensity,unaffected by policy effects or reverse causality.The empirical results show that the competition between the governments in Sichuan-Chongqing area is useful to reduce energy intensity.This result remains significant after changing government competition variables,excluding policy effects and addressing reverse causality.The influence mechanism shows that strengthening the technical cooperation between Sichuan-Chongqing area,as well as increasing the R&D inputs and promoting the upgrading of industrial structure are the main ways of government competition to reduce energy intensity.Further analysis shows that the change of enterprise property right structure will significantly affect the effect of government competition on reducing energy intensity in Sichuan-Chongqing area.In the future,under the background of jointly promoting the construction of Sichuan-Chongqing area,in addition to carrying out competition in traditional fields,increasing the technological innovation cooperations in means of promoting technology sharing and activating the vitality of private enterprises will help promote the formation of energy saving effect.
