Mechanism Construction and Pathway Design for the Realization of Farmland Development Right under the Territorial Spatial Regulations
To comply with the market-oriented allocation reform of land factor and improve the efficiency of land factor allocation,it is necessary to reveal the causes for the constraints on farmland development rights under the territorial spatial regulations,while investigating the mechanism framework for achieving the restricted value of farmland development right fairly and efficiently,as well as to clarify the pathway for realizing the restricted value of farmland development right.The results show that the concept of farmland development right in China includes both macro and micro levels,and corresponds to different rights nature and subjects.The logic of the constraints on farmland development rights are an imperfect farmland property rights system and an inadequate market mechanism for land factors.The realization of the restricted value of farmland development right should adhere to both the fair principle of"equivalence of responsibility and benefit"and the efficiency principle of multiple subjects'participation in market allocation.The pathway to realize the restricted value of farmland development rights should be designed from macro and micro levels.In conclusion,it should be based on China's land property rights system,clarify the basic theories of farmland development rights,and gradually explore the farmland development right system with Chinese characteristics.
