With the exacerbation of the Chinese aging population and the shortage of healthcare resources,home health care(HHC)model would become the main form of elderly care in our country's future,given the unique na-tional situation of"aging before affluence".Especially with the new phase of COVID-19 epidemic prevention and control in China,the HHC model had also changed to adapt to the current situation.The paper focused on the routing and schedu-ling issues of HHC caregivers during sudden infectious disease outbreaks.The opportunity constrained planning model with the objective of minimizing cost was established by considering the variability of service recipients'demands and invoking fuzzy time windows to describe customer demands under different urgencies.For the characteristics of the problem,the hy-brid genetic simulated annealing algorithm was designed and improved by optimizing the fitness function and adaptive cross-over and variation probability,and designing a local search strategy based on them.The effectiveness of the algorithm was verified through the experiments of different scales of arithmetic cases and algorithm comparison.
