Deep Integration of the Innovation,Industrial,Capital,and Talent Chains:Theoretical Analysis,Foreign Practices,and Policy Implications
Promoting the integration of the innovation,industrial,capital,and talent chains(referred to as the"four chains")is a strategic choice to seize the opportunities of a new round of scientific and technological revolution and industrial transformation,and to ocuppy the com-manding heights of future industrial competition,and it is also the practical demand for China to accelerate the realization of sci-tech self-reliance and self-strengthening at higher levels and to foster a new development paradigm.On the basis of in-depth discussion of the relevant theories of"four chains"integration,this paper conducts research and analysis on the basic characteris-tics and internal logical relationships of"four chains"integration,and analyzes and summarizes the main experiences and practices of major Western developed countries and relevant interna-tional organizations on promoting"four chains"integration in key areas of scientific and techno-logical innovation.Combining the new situation of scientific and technological innovation devel-opment,new requirements of current scientific and technological reform,and inspiration from foreign related practical cases,this paper proposes the following suggestions for advancing the deep integration of"four chains":strengthening overall coordination and institutional guaran-tee;improving the layout of key fields;promoting the innovation collaboration of industry-uni-versity-research institution led by enterprises;creating high-energy chains;and promoting high-level open innovation cooperation.
