Digital Economy Development,Business Environment Optimization and Industrial Structure Upgrading
Continuously strengthening and optimizing the digital economy is a strategic choice for building a modern industrial system,rapidly forming new productive forces and constructing a new national competitive advantage.On the basis of theoretical analysis,this paper constructs an evaluation system of digital economy development and business environment level of 30 prov-inces in China from 2010 to 2021,empirically analyzes the impact of digital economy develop-ment on industrial structure upgrading by using a two-way fixed-effect model,further verifies the impact mechanism that digital economy promotes the optimization of business environment and then drives the upgrading of industrial structure,and carries out path analysis of the indicators of business environment at all levels.The paper finds that:(1)The development of digital econ-omy has a significant promotion effect on industrial structure upgrading,among which industrial digitization has the best driving effect on industrial structure upgrading.(2)The analysis of re-gional heterogeneity shows that the effect of digital economic development on industrial structure upgrading is better in the eastern China than in the central China than in the western China,and the driving effect in the western China is not significant;the analysis of temporal heterogeneity shows that the promotion effect of digital economic development after 2013 is better than before 2013.(3)The results of mechanism analysis show that digital economic development can drive industrial structure upgrading by promoting business environment optimization.(4)The market environment,humanistic environment,business environment and public environment are all mechanism paths for digital economic development to promote industrial structure upgrading,while the path mechanism of governmental environment remains to be examined.Based on the empirical results,this paper proposes that the government should vigorously develop the digital economy,attach importance to the role of business environment construction as a link between the digital economy and industrial structure upgrading,and implement differentiated measures in different regions.
