Measurement and Evaluation on High-standard Opening up at the Provincial Level in China
On the basis of a deep understanding of the connotation of high-standard opening up,this paper constructs an index system from four dimensions of institutional opening up,over-all opening up,safety opening up and high-level opening up,and systematically measures the quality of opening up at the provincial level in China.The results show that:at the provincial level,Beijing,Guangdong and Shanghai have the highest level of high-standard opening up,10 provinces are above the mean level,and 20 provinces are below the mean level.There is a sig-nificant imbalance in high-standard opening up among provinces.At the regional level,the high standard opening up in the eastern region,southern region and coastal areas are significantly higher than that in central and western regions,northern region and inland areas,but the devel-opment imbalance within the leading regions is also prominent.Finally,the spatial analysis shows that the high-standard opening up at the provincial level has a significant positive spatial correlation,that is,the high-standard opening up has an obvious provincial agglomeration effect.Therefore,all regions in China can promote coordinated development of high-standard opening up by improving and optimizing the weaknesses in different dimensions.
