Local Social Insurance Participation Rates of Migrant Population and Associated Factors—Comparative and Decomposition Analysis
Using the China Migrants Dynamic Survey(CMDS)data in 2011 and 2016,this paper investigates demographic,socioeconomic and job characteristics associated with local so-cial insurance participation rates of the rural-urban migrant population.It employs the Oaxaca-Blinder non-linear decomposition method to analyze factors that can explain the changes in social insurance participation rates.The results show that the participation rates of local pension,work-related injury,unemployment and maternity insurance of rural-urban migrant population increased significantly,but local medical insurance decreased slightly from 2011 to 2016.The local social insurance participation rate shows an obvious socioeconomic gradient.People with high education level and high income are more likely to have social insurance participation to the low-educated and low-income groups.There is an inverted U-shaped relationship between social insurance participation rate and age.The decomposition analysis shows that the improvement of migrant population's education level is the main contribution factor to the rise in local insurance participation rates.Increase in income and changes in migration time and range also tend to in-crease social insurance participation rates.Changes of job-related factors,such as employment status and the nature of work unit,are the main factors to reduce social insurance participation rates.Finally,based on the research results,the paper proposes relevant policy recommenda-tions to improve the local social insurance participation rates of migrant population.
