Research on the Social Assistance System for Rural Low Income Stratified Classification
Improving the rural classified and stratified social assistance system is an important issue in ensuring people's livelihood during the 14th Five-Year Plan period.Around the rural low-income classification stratified social assistance system policy background,literature review,existing problems and countermeasures analysis,on the basis of the new public service theory,think the rural low-income classification of stratified social assistance system mainly layered standard not scientific justice,single financing way,rescue way is too single,relief measures lack of comprehensive.To this end,we should coordinate the development of urban and rural social assistance,establish a scientific and fair stratified evaluation mechanism,encourage multi-subjects to participate in social assistance,and apply a variety of assistance means.
