乡村振兴背景下农业科技"银龄人才"开发与服务的实践探索——以中国农业科学院茶叶研究所为例

离退休专家具有丰富的社会阅历、工作经验以及较高的政治理论水平,是社会的宝贵财富。新时代继续发挥好农业科技离退休专家的作用,对推动乡村振兴和科技强国,全面建设社会主义现代化国家具有重要意义。以中国农业科学院茶叶研究所为例,总结其在选派科技特派员开展技术服务、通过结对帮扶助力脱贫攻坚、积极推荐专家参与社团活动、开展技能人才培训和茶文化推广等方面为"银龄人才"发挥优势搭建平台的主要做法和实践经验,并提出了加强组织引导、完善权益保障机制、健全服务平台、动员社会广泛参与等若干可行的对策建议,以期为科研单位做好农业科技"银龄人才"开发与服务提供借鉴,不断增强社会对银龄人才的认同感,提升银龄人才的获得感和成就感。
Practical Exploration of the Development and Service of Agricultural Science and Technology"Aging Talents"in the Context of Rural Revitalization—Taking Tea Research Institute of Chinese Academy of Agricultural Sciences as an Example
Retired experts,with their rich social experience,working experience and high level of political theory,are valuable assets of society.Continuing to play the role of retired experts in agricultural science and technology in the new era is of great significance in promoting rural revitalization and scientific and technological strength,and building a modern socialist country in an all-round way.Taking the Tea Research Institute of the Chinese Academy of Agricultural Sciences as an example,it summarizes the main practices and practical experiences of the Institute in selecting and dispatching scientific and technological specialists to carry out technical services,assisting poverty alleviation through pairing up,actively recommending experts to participate in community activities,carrying out training of skilled personnel and promoting tea culture,etc.,so as to set up a platform for the"silver-age talents"to give full play to their advantages.And put forward a number of feasible countermeasures to strengthen organizational guidance,improve the rights and interests of the security mechanism,improve the service platform,mobilize the community to participate in a number of feasible proposals,in order to do a good job for the scientific research units in agricultural science and technology,"silver talent"development and services to provide reference,and continue to enhance the community's sense of identity of the silver talent to enhance the sense of achievement and the sense of acquisition of the silver talent.
