"Help the Poor"or"Strive for Excellence"—Elderly Service Facilities and Stratified Well-Being
Elderly care facilities play a crucial role in ensuring the quality of life in old age.The construction of elderly care service facilities not only needs to be combined with the level of economic and social development,but also needs to pay attention to actual service needs.Based on the 2017 total factor POI data from various provinces and cities and the 2018 China General Social Survey(CGSS)data,the impact and differences of elderly care service facilities on subjective well-being of different elderly groups were quantitatively analyzed by matching provincial and individual level data.The conclusion shows that only the moderately healthy,middle-income,and low education groups belong to the target group of facility effectiveness,and the overall effectiveness of facilities on rural elderly people is relatively low.From this,it can be seen that there are thresholds and limits to the effectiveness of existing elderly care service facilities in promoting welfare,which means that they cannot"help the poor"or"strive for excellence";when formulating policies,the government should take a dual approach from the perspective of supply and demand,focusing on optimizing the overall layout of elderly care service facilities,strengthening the supply of de-mand oriented elderly care service resources,and deepening the popularization of new elderly care concepts.
