The Impact of Health Insurance Payment Reform on Residents'Well-Being—Quasi Natural Experiment Based on DRGs Payment Policy Reform
To assess the mechanism and effect of health insurance payment reform to enhance residents'well-being.Using a quasi-natural experiment,the 2019 national pilot payment policy by disease diagnosis-related groups(DRGs),combined with data from the China Family Tracking Survey(CFPS),a double-difference model is constructed.The study finds that the reform of health insurance payment method is effective in improving residents'well-being.Mechanism analysis shows that the reform reduces residents'out-of-pocket medical expenses,but the dividends of the reform are partially offset by the increase in the proportion of medical expenses to total household income in the current year due to factors such as the increase in residents,pursuit of health.Therefore,the focus of the reform should be on strengthening the regulation of medical expenses,reducing the disparity of medical resources between urban and rural areas and between regions,and enhancing the sense of well-being of the entire population.
