摘要

公安机关社会管理是政府社会管理的重要组成部分,其管理的成效直接影响到群众的生活和社会的稳定。新时期公安机关社会管理工作面临着市场经济发展、社会结构分化、互联网普及、民众权利意识增强等新的社会形势所带来的严峻挑战,因此社会管理创新势在必行。公安机关社会管理创新应在以人为本、执政为民、提高科学化水平和法治化水平的价值取向下,通过管理主体、管理方式和管理体制机制创新三个层面进行探索。建立长效机制是公安机关社会管理创新持续性的保障,具体应通过设立创新管理机构、拓宽创新思路来源渠道、建立创新成果考评机制、建立奖励激励机制、推广和应用创新成果等五个方面进行。

Abstract

The social management of public security organs is an important component of government social management,its effects directly affect the living standards of the masses and the society stable.New period,social management of public security organs are facing the imperative challenges in the new social situation,such as the development of market economy,the division of social structure,the popularization of the internet,the strength of civil rights standards and so on,so social management innovation is imperative.The social management innovation of public security organs should have the value orientation under the principles of "putting people in the first and governing for the people" and "improving scientific level",to explore the innovation for the main body of management,management methods and management system.To establish the long effect mechanism is continued support for the social management innovation of public security organs,implementing in depth on five aspects,they are establishing innovation management institutions,widening the channel of innovation,establishing examination and motivation mechanism and promotion and application of innovation results.
