摘要
警察执法行为艺术作为技艺之学,是指警察执法行为在执法理念指导下,依法运用科学、规范的执法技巧与方法,妥善处置警务,以达到最佳执法效果的状态。警察执法行为艺术的构成要素是由执法理念、执法规范、执法技巧与方法、执法效果所组成的。警察执法行为艺术可分为语言艺术与行为艺术两类,在警务活动中表现为两种形态,即警察执法行为的过程形态和结果形态。培育警察执法行为艺术的目的是减少与化解执法冲突,提高执法水平,追求执法公正,实现和谐执法。
Abstract
The performance art of the police law enforcement means that the performance of the police law enforcement deals properly with policing,under the guidance of the concept of law enforcement,with scientific and standard skills and methods,in order to achieve the best effect.The constituent elements of the performance art of police law enforcement are the concept,the standard,the skills and methods,and the effect of law enforcement.It can be divided into linguistic art and performance art.In the policing activities,the performance art of police law enforcement appears in two forms,namely,process form and result form.The aim of cultivating the performance art of police law enforcement is to reduce and resolve conflicts in law enforcement,to improve the level of law enforcement,to pursue impartial law enforcement,and to achieve harmonious law enforcement.
