摘要
高危犯不是监狱在押犯主体。但在在押犯构成中占有一定比例。这些罪犯一般思想不稳定，情绪性表现异常，监控困难，现实危险性突出，潜在危险难控，直接威胁着监狱的安全、稳定。强化集中管控，实施个别化教育，是教育、矫正高危犯，消除监管安全隐患的有效方法。
Abstract
High risk criminal is not the main body of prisoner, but it has an assured proportion. They are unsteady mind, abnormal emotional responses, and difficult to be managed, so the dangers highlighted, po- tential dangers harder to control, these problems threat to prison security and stability directly. Enhanced centralized management and control, implementation of individualized education, are effective methods to e- ducate and correct the high risk criminal and eliminate regulatory security risks.
