摘要
在党的二十大关于"降碳、减污、扩绿、增长"四个目标协同推进的绿色发展指引下,如何发挥绿色金融与财政政策的协同效应助力高质量发展,成为重要的研究课题.本文基于协同学视角,在总结梳理现有文献与政策要求的基础上,阐述绿色金融与财政政策在构建生态文明中的重要作用,以财税及金融政策为主要研究路径,探讨两者的理念与目标,深入挖掘两者的协同机理与必要性,构建相互协同机制,为生态经济发展提出进一步的优化发展路径.
Abstract
Under the guidance of the green development of the four goals of"carbon reduction,pollution reduction,green expansion and growth"jointly promoted by the Party's 20th National Congress,how to exert the synergistic effect of green finance and fiscal policy to help high-quality development has become an important research topic.Based on the perspective of synergistic,on the basis of summarizing the existing literature and policy requirements,this paper expounds the important role of green finance and fiscal policies in the construction of ecological civilization,takes fiscal and tax policies as the main research path,discusses the concepts and objectives of the two,deeply explores the synergistic mechanism and necessity of the two,builds a mutual synergistic mechanism,and puts forward further optimization for the development of ecological economy Development path.Key words:green finance and fiscal policy synergies
