The Governance Mechanism for Arctic Shipping Pollution and Its Economic Impact
Under the background of global warming,the development and utilization of Arctic shipping routes have ushered in significant opportunities.At the same time,the shipping pollution issue also arises.At present,a multi-level mechanism has been established for the governance of Arctic shipping pollution.The United Nations Convention on the Law of the Sea and other international laws provide a fundamental legal framework for the governance of Arctic shipping pollution.Regional mechanisms,led by the Arctic Council,provide a platform for the negotiation on regional rules.Russia,Canada,the USA and other Arctic coastal countries mainly make governance arrangements based on their strategic needs.Sub-national actors such as Arctic indigenous peoples,environmental organizations,and scientific research organizations participate in the mechanisms in all levels to influence the governance process through various means.The implementation dilemmas faced by the pollution governance mechanisms pose realistic challenges to the development of Arctic shipping.Although the mechanisms for governance may restrict the development and utilization of Arctic shipping routes in the short term,it provides a guarantee for the sustainable development of Arctic shipping in the long run.
