Reflections on the Building of"the Greater Bay Area for Tumen River International Cooperation"under the New Context——Oriented by Expanding China's Rights of Access to the Sea via the Tumen River
The issue of the rights of access to the sea via the Tumen River has been one of the significant historical concerns in China since modern times.China possesses the relevant rights and legal basis for accessing the sea through the Tumen River,but the exercise of these rights has been fluctuating.At this stage,the global order is facing reconstruction under the major changes unseen in a century,and the situation in Northeast Asia also shows profound changes.The political,economic and trade cooperation among China,Russia and the DPRK is increasingly strengthened.The new context presents new opportunities and challenges for China to exercise its rights of access to the sea via the Tumen River.Starting from the new context of the evolution of the Northeast Asian pattern,and based on a full explanation of the legal basis and related rights that China possesses the access to the sea via the Tumen River,it is advocated to carry out an overall plan for China's relevant rights and interests in the Tumen River area.Then it proposes a three-stage development plan for building"the Greater Bay Area for Tumen River International Cooperation"in the new era and it attempts to explore the countermeasures and suggestions that should be addressed at this stage.
