A Quantitative Analysis of Policy of Reforms to"Streamline Administration and Delegate Power,Improve Regulation,and Upgrade Services"
In recent years,the reform of colleges and universities to"streamline administration and delegate power,improve regulation,and upgrade services"has achieved remarkable results,but there are some problems such as the optimization of the policy tool structure under the reform of colleges and universities,the limitation of the"policy-oriented"reform mode in the reform of colleges and universities,and how to further improve the im-plementation effect of the reform.The results of unit analysis,coding classification,frequency statistics and other aspects of the policy of"management service"show that:the structure of China's current policy tools is unbal-anced;policy tools on the supply side are excessive,while those on the demand side are lacking.Therefore,uni-versities can provide effective basis for future policy adjustment and optimization through reasonable optimiza-tion of these problems.
