The History,Value and Direction of the Principal Accountability System under the Leadership of the Party Organization in Public Secondary Schools
The establishment of a headmaster accountability system led by the Party in primary and second-ary schools,as proposed in the"Opinions on the Establishment of a Principal accountability system Led by the Party Organisation in Primary and Secondary Schools(for Trial Implementation)",signifies that the Party's un-derstanding of the education system and its governance system has risen to a new level.The formation of the headmaster accountability system under the leadership of the Party organization in primary and secondary schools has gone through four stages of historical development:foundation,exploration,formation and perfec-tion,and it is a school governance system that is gradually being perfected through practical exploration.It shares the goal of fostering socialist builders and successors,the fundamental task of promoting moral education,and the practice of promoting the modernization of the education governance system and governance capacity.Focus-ing on the construction of a strong country,fundamental education,the proposition of the times,from the all-round,multi-dimensional path to open public secondary schools under the leadership of the Party organization of the principal accountability system for the landing,implementation and detailed"last kilometre".
