福建海洋经济高质量发展的科技支撑及对策研究

摘要
海洋经济是福建省经济发展的核心要素,在打造海洋强省的过程中具有重要意义.加强海洋科技创新是海洋经济高质量发展的内在驱动力,围绕"十四五"期间福建海洋经济发展目标,采用三阶段DEA模型测算2018-2021 年上海、江苏、浙江、福建、山东和广东等6 省市的海洋科技支撑效率,分析目前限制福建海洋经济高质量发展的因素,聚焦重点突破领域,就如何构建创新体系、解决关键技术、培养科技力量、激发科创能力、拓展产业空间等问题进行探索,为提升福建海洋经济的核心竞争力、加快"海上福建"崛起提出对策建议.
Abstract
The marine economy,as a core component of Fujian Province's economic development,plays a crucial role in the process of building a strong maritime province.Strengthening marine scientific and technological innovation serves as the in-trinsic driving force for the high quality development of the marine economy.This paper focuses on the development goals of Fujian's marine economy during the 14th Five-year Plan period,and uses a three-stage DEA model to calculate the efficiency of marine science and technology support in Shanghai,Jiangsu,Zhejiang,Fujian,Shandong,and Guangdong from 2018 to 2021.It analyzes the factors limiting the high quality development of Fujian's marine economy,and concentrates on key break-through areas.The paper explores how to establish an innovation system,address critical technologies,nurture scientific and technological talent,stimulate innovation capabilities,and expand industrial space.It proposes strategic suggestions to enhance the core competitiveness of Fujian's marine economy and accelerate the rise of Maritime Fujian.
