On the afternoon of September 25,1924,the thousand-year-old Leifeng Pagoda, standing on the Xizhao Mountain in the south of the West Lake, collapsed, which became a hot topic at that time.Surrounding the collapse and repeated reconstruc-tion of Leifeng Pagoda, the public, the cultural circle and the government showed different attitudes, opinions and ways of participa-tion respectively. The landscape narrative and image construction of Leifeng Pagoda accumulated many elements, such as the Bud-dhist holy pagoda, the scenic view of West Lake and the legend of the White Snake. However, the collapse of the pagoda gives this image a chance to be reshaped. The people changed from superstitious psychology to rational mentality, but made a collective irra-tional destruction and plunder behavior;Left-wing intellectuals published articles to transform and borrow the image value of the tower as a tool to oppose the feudal ideological rule.Through repeated reconstruction attempts, the government tried to reshape its landscape narrative with political power, reflecting the tendency to strengthen the penetration and control of the grassroots. From the collapse and reconstruction process of Leifeng Pagoda,we can glimpse the conflict, struggle and blend of social culture and political power in the Republic of China.
