摘要
小区是基层社会的基础单元,其中涉及复杂的利益关系.近年来随着基层社会组织结构和生产方式的不断变化,人民对提高小区治理水平的呼声不断增强.小区党建作为党建引领基层治理的新探索,适应了现实之需,体现了主体之责,充当了治理之钥.以上虞区的小区党建实践为例,党组织可以通过治理、组织、制度的维度嵌入小区治理并发挥作用,但这一路径也有待根据现实情况作进一步的优化.现阶段探索以党建引领小区治理,有利于提高基层党建水平、创新基层治理方式,进一步推动国家治理体系与治理能力现代化.
Abstract
A community is the most basic unit at the urban grassroots level,which involves complex interest relations.In recent years,with the continuous changes in the urban social structure,organizational form and production mode,people's requirements for improving the level of community governance are increasing.The innovative form of community governance led by the party building meets the needs of reality,embodies the responsibility of the main body,and serves as the key to governance.For example,the party building in Shangyu District can be embedded into the community governance through the dimensions of governance,or-ganization and system.The party building leads the community governance,which is conducive to improving the level of party building at the grassroots level and innovating the way of grassroots governance,so as to further promote the modernization of the national governance system and governance capacity.
