Difficulties and Solutions of Supervision in Rural Schools from the Perspective of"Partnership System"
Rural school supervision is not only an important element of educational supervision,but also an important means to promote the modernization of rural education.With the enrichment and development of the governance theory of"partnership sys-tem",it provides a new perspective for the research on the quality improvement of rural school supervision.From the perspective of"partnership system",the dilemma of supervision in rural schools is observed.The alienation of the value conflict of supervision,the lack of joint efforts of supervision mechanism,the importance of supervision over guidance and the uniformity of supervision stan-dards are the limiting factors for improving the quality of supervision in rural schools.Therefore,the quality improvement of rural school supervision needs to deal with several changes:having a shift from"outsider"to"partner"in the concept of supervision;trans-forming the position of supervision from the focus on teaching phenomena to promoting teacher-student development;changing su-pervision mechanism from"point island"to"network integration";transforming"supervising without guiding"into"emphasizing both supervision and guidance"in the supervision function;taking a shift from"one ruler"to"multiple rulers"in the standard of supervi-sion;changing the mode of supervision from"I am supervised"to"I want to supervise".
