The circulation industry serves as the core sector for promoting economic growth and generating employment oppor-tunities,with urbanization acting as a crucial driving force for its development.Environmental regulation represents an essential measure in achieving the goal of double carbon reduction.To examine the impact pathway of urbanization construction on circula-tion industry development under environmental regulation,this study employs 31 provincial samples from 2006 to 2022 to construct both a two-way fixed model and a moderating effect model for empirical testing.Results indicate that both urbanization process and environmental regulation have a significant positive effect on circulation industry output,but the combined influence of the two weakens such promotion.Therefore,local governments should coordinate the intensity of environmental regulation and the speed of urbanization according to regional characteristics and industrial features,facilitating the innovative development within the circula-tion industry.
