International Experience and Lessons Learned from Fiscal and Finan-cial Integration in Support of Cultivated Land Protection
Under the conditions of the socialist market economy, the protection of arable land in the process of modernization with Chinese characteristics requires both reform and innovation in the arable land system itself and the support of the national financial and fiscal system.Developed countries such as the United States and Japan have formed a relatively effective financial and fiscal integration support system for arable land protection in the process of modern-ization in conjunction with the continuous innovation of arable land property rights and protection systems.Drawing on its experience,China needs to deepen the reform of the property rights and protection system of arable land on the ba-sis of the construction of a new pattern of financial and fiscal integration in support of arable land protection that is coor-dinated with each other and works together, and to accelerate the development of a multilevel specialized agricultural financial service system,so as to achieve a higher level of arable land protection of a higher quality in comprehensively pushing forward the revitalization of the countryside.
