A smooth cross-border data flow of platform enterprises is beneficial to the overall situation of economic openness and the enhancement of official governance,and at the same time,it is closely related to the risks of data sovereignty and national security.As China is still in its initial exploration period of cross-border data flow governance,it should take the overall national security concept as a guide,put the maintenance of national data security and data sovereignty in the first place,and take national security as the bottom line of cross-border data flow.It is necessary to adhere to the basic principle of"data localization",to further consolidate the regulatory synergy of various sectors on the basis of perfecting the top-level design,and to continuously explore the construction of a new type of cross-border data flow management rules that coordinate development with security,so as to form a multifaceted and collaborative governance model featuring co-construction,co-rule and sharing.
