Origin-Connotation-Value:on the Observance Integrity and Innovation in Strengthening International Communication Capacity Building
As socialism with Chinese characteristics enters a new era,China has made historic achievements in economic,political,cultural,social,ecological and diplomatic fields;the Communist Party of China(CPC)has led the whole nation to realize the great leap from standing up,getting rich to getting strong,and successfully solved the problem of"being beaten"and"starving",and has entered a new journey of building a modern socialist country with a high degree of historical self-confidence,strong historical initiative,and positive responsibility.However,China is still facing the reality of"losing voice","losing speech"and"losing sound"in the international public opinion arena,which is characterized by passive voice,insufficient elaboration and weak dissemination.In view of this,it is crucial to strengthen international communication capacity building,solve the problem of"being scolded",and build international discourse power that matches China's increasing comprehensive national power.Existing literature focuses on the background,important issues,practical problems and countermeasures of international communication capacity building in the new era,but there is little overall research on the theoretical origin of Xi Jinping's important discourse on international communication capacity building in the new era from a Marxist perspective,and the systematization of the core meaning of the discourse as well as the value implication of the discourse.This paper adopts the literature research method and systematic research method,and collects Marx and Engels'discourses on international communication,the content of international communication capacity building in the process of the localization of Marxism,and the reality of the international communication capacity in the new era,so as to reflect on Xi Jinping's important discourses on the international communication capacity building in the new era from the perspective of the unity of theory,history,and practice,and to consider the logical mechanism of"where it comes from"and"how it comes about".On the basis of this,this paper has comprehensively analyzed the content of international communication capacity building since the 18th National Congress of the CPC,with a view to presenting a complete picture of international communication capacity building in the new era.Finally,it focuses on the value analysis of important discussions,effectively echoing the main theme of international communication capacity building in the new era,and providing theoretical guidance and action guidelines for further strengthening international communication work.This paper expands previous literature in the following two aspects.On the one hand,it focuses on the ideas of Marx and Engels on"world interactions"and"media technology",analyzes the essence,channels and principles of international communication,and enriches the research perspectives on the theoretical foundation of international communication capacity building in the new era.On the other hand,it combs through Xi Jinping's important discourse on international communication capacity building in the new era,summarizes its essence into a hierarchical and logically clear system of strategic cornerstones,integrated elements,duties and missions,and provides reference and inspiration for deepening the holistic study of ideological and cultural work in the new era.This paper rationalizes the internal logic of international communication capacity building in the new era,which is conducive to strengthening the subjectivity of political party communication theory,improving the academic and theoretical self-confidence of strategic communication with Chinese characteristics,opening up new theoretical growth points for the innovation of Chinese Marxist international communication theory,and providing doctrinal support for the construction of the Chinese Marxist international communication theoretical system.At the same time,strengthening the building of international communication capacity,introducing a credible,lovely and respectable China to the international community,and presenting a true,three-dimensional and comprehensive image of the CPC are conducive to enhancing the understanding and support of the people all over the world,creating a stable and favorable international public opinion environment,and advancing the construction of a strong nation and the realization of the great rejuvenation of the nation.
