Research on the policy of"Double First-class"universities high-level talents in China
In this study,the policy texts of high-level talents of 17"Double First-class"universities in four regions of China were selected,and the two-dimensional analysis framework of"policy tools-policy content elements"was constructed,and the combination methods and regional differences of policy tools and policy content elements of high-level talents were discussed.It is found that the environmental policy tools of the"Double First-class"universities in China are underused,especially the environmental policy tools in western China;In the demand-oriented policy tool,the sub-tool of teacher cultivation policy is not used enough;the southern,western and northern universities pay insufficient attention to the talent training policies.Based on this,it is suggested that the"Double First-class"universities should moderately enhance the use of environmental policy tools when formulating high-level talent policies,and further strengthen the formulation of teacher training policies;the universities in western China should improve the office experiment conditions and improve the team building level,and the southern,western and northern universities should strengthen the talent training policies.
