Dual Structure and Identity Labeling:Difficulties and Solutions in the Classified Development of Colleges and Universities
Similar to the dual structure found in the economy and society,the higher education sector also exhibits a dual structure and identity labels.It is a product of traditional political,cultural,and educa-tional factors,as well as a necessity for responding to international competition and economic develop-ment in reality.The binary structure and identity labeling hinder the classified,diversified,and high-quality development of higher education in the new era.To address these issues,comprehensive govern-ance must be carried out from the perspectives of fairness,funding system,evaluation system,and re-cruitment system.
