摘要

近年来,随着我国经济的高速发展,林地生态环境损害事件日益增加.不同类型的生态系统或同一生态系统在不同区域所提供的生态服务功能侧重均不同,鉴定评估林地生态系统的环境损害价值时应选用不同的测算方法.通过阐述理论公式法和实际监测法的原理和适用范围及其在生态环境损害评估中的应用,并对量化过程中参数的选取原则与方法进行说明.结合案例分析非法占用退耕还林地导致的生态环境损害范围和程度,计算出 2012 年~2019 年的生态环境损害价值量为 205 万元.研究退耕还林地生态环境损害典型案例,并将其推广应用于小规模普通林地,对林地生态环境损害案件的鉴定评估环节具有重要引领作用.

Abstract

With the rapid development of China's economy in recent years,the destruction of forest land ecological environment are becoming more and more serious.Different types of ecosystems or the same ecosystem provide different ecological service functions in different regions,so different measurement methods should be used to evaluate the environmental damage value of forest ecosystems.In this paper,the principle and application scope of theoretical formula method and actual monitoring method as well as their application in eco-environmental damage assessment have been expounded.Meantime,the selection principle and method of parameter in the process of quantification have been explained.Combined with case studies,the eco-environmental damage caused by illegally occupied returning farmland to forest land was analyzed,and the eco-environmental damage value from 2012 to 2019 was 2.05 million yuan.The study of the typical cases of eco-environmental damage caused by returning farmland to forestland and its application to small-scale common forestland will play a leading role in the identification and evaluation of forest land ecosystem damage cases.
