International engineering contractors must have their own core competitiveness to maintain an advantage in the international engineering market competition,and it is particularly important for small and medium-sized international engineering contractors that do not have obvious advantages in technology,resources,scale,and financing ability to win the market with integrity and compliance.This paper proposes that small and medium-sized international engineering contractors should establish the business philosophy of integrity and compliance in the enterprise from the perspective of building the soft power of the enterprise with integrity and compliance,and actively advocate the corporate culture of integrity and compliance,so as to build the comparative advantage of the enterprise with"integrity and compliance".
