摘要

战略运输机是一个国家战略能力的重要标志,而效费比评估研究是运输机论证的重要方面,是支撑装备发展或改进的重要依据.针对战略运输机的评估需求,从体系运用角度出发,基于任务规划与仿真推演,提出了一套效能评估指标体系与计算方法,并通过建模形成了一套仿真环境.针对国内跨区投送以及海外投送想定,采用国外典型战略运输机,开展了装载规划与仿真推演,给出了各型运输机的效费比结果,为未来我国运输机的发展论证提供参考.

Abstract

Strategic airlifter fleet is an important symbol of a country's strategic capability,and as an important as-pect of transport study,cost-effectiveness analyses is an important basis for supporting the development or improve-ment plan of fleets.In this paper,based on the task planning and simulation from the perspective of system,a set of performance evaluation indexes is put forward,a new cost-effectiveness method is constructed,and a simulation envi-ronment is formed by modeling.For domestic cross-regional delivery and overseas delivery,the loading planning and simulation of foreign strategic airlifters are carried out,and the cost-effectiveness ratio results of each type of airlifter are given,which can be used as a reference for the future development of China's strategic airlifter.
