建筑垃圾非法倾倒监管体系四方演化博弈研究

基于当前中国建筑垃圾监管体系的组织结构,建立了一个由城市管理局、社会公众、施工企业和人民政府参与的四方演化博弈模型。讨论了各方主体的策略选择受不同参数变化的影响,分析了策略组合的稳定条件,最后运用MATLAB 验证分析。研究结果表明传统的三方演化博弈体系不能有效解释政府内部中的监管关系,通过构建四方演化博弈系统可以观察人民政府与城市管理局二者根据不同的参数值做出不同的决策,且人民政府对城市管理局的严格监管有利于城市管理局积极监管、施工企业合法倾倒、社会公众积极参与监督。
Study on Four-Party Evolution Game of Construction Waste Illegal Dumping Regulatory System
Based on the current organizational structure of China's construction waste regulatory system,a four-party evolutionary game model involving the city administration,the public,construction enterprises and the people's government is established.The influence of strategy choice of each party subject to different parameter changes is dis-cussed,the stability conditions of strategy combination are analyzed,and MATLAB numerical simulation is applied.The results show that the traditional three-party evolutionary game system cannot effectively explain the regulatory re-lationship within the government,and by constructing a four-party evolutionary game system,we can observe that the people's government and the city administration both make different decisions according to different parameter values,and the strict regulation of the people's government on the city administration is beneficial to the active regulation of the city administration,the legal dumping of construction enterprises,and the active participation of the public in su-pervision.
