Network Deviant Behavior:Integrated Attribution and Governance Mechanism
Network deviant behavior is essentially a violation of norms,which is evolved from the three stages of"individual-social anomie,""intermediary catalysis"and"opportunity selection and utilization."The progressive transformation between the three stages depends on the interaction of seven elements:social anomie,subculture,self-control,psychological privilege,tension theory,differential communication and rational choice.In view of this,we should promote the construction of network rule of law,cultivate network ethics,and build a basic mechanism for governing network deviant behavior to prevent the occurrence of individual-social anomie;strengthen the regulation of network technology and optimize the strike mechanism of network deviant behavior to reduce the formation of intermediary catalysis;advocate multiple collaborative governance,improve the blocking mechanism of network deviant behavior,in order to strictly control the impact of criminal opportunities.
