Research on the Orderly Evolution of Cross-border Investigation Cooperation
The cross-border investigation cooperation system naturally conforms to four conditions,such as openness,non-equilibrium state,nonlinearity and fluctuation,presenting a typical dissipative structure.The dissipative structure theory holds that the system can spontaneously evolve to the ordered goal after the conditions are met,which provides a unique reference for the cross-border investigation cooperation system to overcome the practical obstacles of"factor"and"connection"and realize the coordinated and orderly development.Based on this,it is necessary to build the premise of cooperation with independence consciousness,promote system integration and improvement with openness attitude,form cooperative constraints among elements with competing concepts,and deal with risks and challenges with predictive thinking,so as to promote the orderly development of cross-border investigation cooperation in unbalanced dynamics.
