摘要
基于系统论,以构建科学高效的议事决策机制为目的,运用调查法、经验总结法等,经过调研、分析、比较、归纳,提出包含核心要义、机制保障、实践路径在内的"三循环"管理模式.高校要始终坚持党委领导下的校长负责制,着重建立务实高效的议事决策机制、上下联动的协调推进机制、有力有序的督办落实机制,增强会议的规则性、计划性、组织性、目的性、能动性、实效性和引导性,以科学决策、民主决策推动学校改革.
Abstract
Based on system theory,with the purpose of building a scientific and efficient decision-making mechanism,this paper proposes a"three-cycle"management model including core essence,mechanism guarantee and practice path through investigation,analysis,comparison and induction by using investigation method and experience summary method.Colleges and universities should always adhere to the president responsibility system under the leadership of the Party committee,focus on establishing a pragmatic and efficient decision-making mechanism,a coordinated promotion mechanism,a strong and orderly supervision and implementation mechanism,enhance the rules,planning,organization,purpose,initiative,effectiveness and guidance of the meeting,and promote the school reform with scientific and democratic decision-making.
