上海重大原水单线管渠安全保障技术

上海市原水供应系统总体上较为完备,陆域三大原水系统初步实现了部分能力的互补,但仍面临着风险和挑战。文章针对原水管渠系统局部存在的安全风险,构建了一套适合于原水管渠特点的管道(渠道)的风险评估方法,将风险评估等级划分为5级。通过应用风险评估方法,明晰了上海重大原水管渠的风险等级,并提出了原位修复技术。针对原水管渠单线事故下,研究分析了备用水源及就地取水头部的保障能力。基于此,针对中心城区典型单线供应水厂,文章提出了结合上海市规划原水格局,中心城区原水单线供应水厂的原水安全保障优化途径主要为结合就地取水保障以及清水调度,谋求实施原水复线。因此,基于长桥水厂、杨树浦水厂(含居家桥水厂)、南市水厂等原水单线水厂的实际情况,提出了原水供应一线一策的安全保障方案及实施策略。
Safety Guarantee Technology for Shanghai's Major Raw Water Single Line Canal
The raw water system in Shanghai is generally complete.The three major land-based raw water systems have initially achieved partial complementarity in capabilities,but they still face risks and challenges.In view of the local risks in the raw water supply system,this paper constructed a set of risk assessment method for pipelines and channels suitable for the characteristics of raw water supply system which divided the risk assessment levels into five levels.By applying the risk assessment method,the risk levels of major raw water pipelines and channels in Shanghai were clarified,and in-situ repair technology was proposed.In view of the accident of single line raw water pipelines and channels,the support capabilities of the backup water source and the on-site water intake were analyzed.Based on this,in view of the typical water treatment plants(WTPs)supplied by single pipeline in the central city,this paper proposed that based on the planned raw water pattern in Shanghai,the raw water safety assurance optimization approach was implementing double line of raw water supply,combined with on-site water intake and drinking water dispatching.Therefore,based on the actual situation of WTPs supplied by single pipeline such as Changqiao WTP,Yangshupu WTP(including Jujiaqiao WTP),and Nanshi WTP,this paper proposed customized safety assurance measures and implementation strategies for the raw water supply.
