基于北斗卫星的野外气象预报预警信息系统设计和实现

针对多种行业野外作业环境无移动互联网覆盖、作业人员缺乏获取气象预报信息渠道的问题,提出一种基于北斗卫星无线通信的气象预报分发系统.该系统实现了气象实况与预报预警信息的数据引接、数据解析处理、数据入库、数据应用服务和北斗信息推送的全流程服务,利用北斗卫星网络全国无差别覆盖的特性,有效解决了偏远区域活动天气实况查看和天气预报的需求.该系统通过中心服务器接收、解码、处理气象实况与预报预警信息,获取野外北斗终端位置信息,精确获取终端所在地气象信息,通过北斗 2.1 短报文通信协议进行信息发送.经过测试与业务化运行,该系统能够稳定支持野外终端的气象信息推送,传输范围、传输效率及传输质量较当前主流的移动互联网传输方式均有显著扩大和提升.
Design and Implementation of Field Weather Forecast and Warning Information System Based on Beidou Satellite
In response to the lack of mobile internet coverage in various field working environments and the lack of channels to obtain weather forecast information,a weather forecast distribution system based on Beidou satellite wireless communication is proposed.By utilizing the nationwide indiscriminate coverage of Beidou satellite network,the full process services of data access,data analysis and processing,data warehousing,data application service and Beidou information push are implemented for weather real-time information and forecast and warning information,and the needs of viewing weather real-time conditions and forecast in remote areas are also satisfied.The weather real-time information and forecast and warning information is received,decoded and processed by the system through a central server,while the location information of the field Beidou terminal is also obtained.Through algorithms,the weather information of the terminal location is accurately obtained,and the information is sent through the Beidou 2.1 short message communication protocol.After testing and commercial operation,the weather information push of the field terminal is stably supported by the system,with significant improvements in transmission range,efficiency and quality compared with current mainstream mobile internet transmission methods.
